If they're 'travellers', why don't they move if they hate noise?

It seems as the UK has been a haven for waste of public money for quite some time, and there's another story, this time about a council that wants to erect a 500'000 UKP sound barrier to protect some 'travallers' from 'abuse' and loud noise.

But isn't it the essence of their designation 'travellers' that they leave a location if they don't like it, especially when there's a noisy motorway nearby?

Even with the British pound down, 500'000 UKP is 500000 UKP and I'm most certain there are better ways to invest them than protecting a site some people complaining now choose for themselves. People most likely never wanting to pay up for themselves since they rarely pay council tax.

But with a complacent council, it's probably easier to rape the tax payer than moving.
